The College Opportunity and Affordability Act

110th Congress, September 21, 2007 H.R. 3631 was incorporated with changes into Sec. 802 of H.R. 4137, the College Opportunity and Affordability Act, which reauthorized the Higher Education Act. It was enacted on Aug. 14, 2008, P.L. 110-315.
